Tip No. 1: Be better each day
(1) Be better each day; a better version of yourself.
(2) Always deliver your output on time and be willing to go an extra mile if necessary.
(3) Enjoy enjoy enjoy and have fun doing your work.
(4) Invest in learning something new each day.
(5) Work hard and play harder.
(6) Have the right attitude in and out of work.
(7) Be consistent in everything you do.
(8) Work with your team mates and don’t let personal differences prohibit you in achieving group goals.
(9) Avoid Gossiping, office intrigue, and other similar unprofessional conduct. It is a fire that will destroy you.
(10) Be magnanimous. No one has a monopoly of intellect in your team.
If these things did not earn you a promotion, I think you have to examine yourself and the external factors. You could probably at the wrong agency or surrounded by wrong people. 😁👍

Tip No. 2: Study and improve your competencies
Improve you competencies. Finish graduate school. Attend relevant trainings. Work hard…ensure high score in your Individual Performance Commitment and Review (IPCR).
Try your best to get an office award or recognition.
Have a good relationship with your supervisor and peers.
Pray hard. Be Patient. Always believe in His time.

Tip No. 3: Become irreplaceable
Mag-aral (master’s/law).
Maging magaling to the point na irreplaceable ka.
Maghanap ng ibang agency or department (gagawa sila ng paraan para mag-stay ka).
Kapag malaki na ang chance na lilipat ka, mago-offer na sila ng promotion.Pili ka kung lilipat or magpapa-promote, either way, you win.

In addition to the comments, my recommendation is either a joke or reality and it depends on how the agency treats their employees: Get close to the bosses especially the appointing authority.

Tip No. 8: Get real — there has to be a vacant position
Do your best all you want pero kung walang vacant na position na pwedeng akayatan, wala din naman. Grow your network and seek greener pastures from other agency na lang ang choice.

Hikayatin mong mag early retirement ang mga seniors sa office ninyo. Kasi kahit gaano ka pa kasipag hanggat walang posisyong mababakante sa taas, walang moving up na mangyayari. Hindi lahat pero majority sa government agency ganito ang scenario. Maganda maging idealistic pero reality is reality.
