TEN (10) INSTANCES WHERE A BAC RESOLUTION IS REQUIRED, PURSUANT TO R.A. 9184 OTHERWISE KNOWN AS THE GOVERNMENT PROCUREMENT LAW
    To recommend to the head of agency (HoPE) to award the Contract to the winning bidder. (Rule XI, Section 37.1.1.a, Revised IRR, RA 9184);
    To justify and recommend the change in the method of procurement to be approved by the HoPE. (Rule XVI, Section 48.3, Revised IRR, RA 9184);
    To deny the request for reconsideration of a bidder who filed a protest. (Rule XVII, Section 55.3, Revised IRR, RA 9184);
    To delegate authority to the End User Unit (i.e., specific officials, personnel, committee or office in the Procuring Entity) to conduct Shopping and Negotiated Procurement under Emergency Cases, Small Value Procurement and Lease of Real Property and Venue to efficiently and expeditiously deal with the emergency sought to be addressed. (Annex H, Item IV (J), Revised IRR, RA 9184);
    To use Agency-to-Agency Agreement as an alternative mode of procurement. (Annex H, Item V (D)(5), Revised IRR, RA 9184);
    To approve or deny the Abstract of Bids generated by the PhilGEPS under electronic bidding. (Appendix 3, e-Bidding, Section 12.8, Revised IRR, RA 9184);
    To declare the bidder with the LCRB/HRRB in the PhilGEPS under electronic bidding. (Appendix 3, e-Bidding, Section 13.9, Revised IRR, RA 9184);
    To recommend award of Contract to the winning bidder for procurements done under electronic bidding. (Appendix 3, e-Bidding, Section 14.1a, Revised IRR, RA 9184);
    To recommend to the head of the agency the suspension of a contractor, who is at fault, from participating in any bidding process of the agency and the forfeiture of his bid security due to violation of any of the provisions of the Government Procurement Law. (Appendix 17, Blacklisting, Section 15.3, Revised IRR, RA 9184); and
    Other instances where the law deemed it to mean the same or the BAC deemed it necessary and appropriate to issue a Resolution (i.e., to recommend the designation of an employee/s to become a member/s of Technical Working Group). (Section 12.1, Revised IRR, RA 9184)
