In the case of LGU, if andun sya sa APP, it means Meron syang PPMP… if nasa APP at Meron sya docs in accordance with COA cir. 2012-001, yes Pwede sya.

In our case, we are not authorized to conduct any activity without an approved WFP.
Approved PPMP supports only the Annual Procurement Plan (APP). The WFP is always a requirement.

PPMP is culled up from AIP there’d be no PPMP without AIP. In the LGU setting if im not mistaken, the Annual Investment Program (AIP) is the work and financial plan of the Local Government Unit for one year. Thus in the LGU, there can be no PPMP without AIP. Just my thoughts thoug, I might be wrong. So, i think no, if wala sa annual work and financial plan i think it is against the law to disburse such line item, whatever it is.
