    Does it means position ?
    Or does it mean permanent status ?

  2. Hello po, ask ko lang if sa PS po, magkakaroon ba ng salary deduction kahit wala pa ang appointment ng PS sa CSC?

  3. Bakit kami Fire truck Driver ng BFP ang status lang namin ay COS sa LGU? Pero ang function namin ay para sa regular employee. Ang tanong po tama po ba na COS status namin as Fire Truck Driver ng BFP?

    Pati sa fund source may pagkakaiba ang COS worker at Contractual employee.

    Ang fund source para bayaran ang services na nirender ng COS worker ay sa budget para sa Maintenance and Other Operating Expenses (MOOE) ng agency.

    Sa kabilang banda, ang fund source naman ng sahod ng contractual employee ay mula sa budget para sa Personnel Services (PS) ng agency. Sa budget para sa PS din nagmumula ang sahod at iba pang benepisyo ng regular na empleyado ng gobyerno tulad ng PERA, mid-year bonus, cash gift, year-end bonus, clothing allowance, performance-based bonus at iba pa.

  5. ✅ As to nature of work:

    Pursuant to CSC-COA-DBM Joint Circular No. 1, s. 2017, Contract of Service (COS) refers to the engagement of the services of an individual, private firm, other government agency, non-governmental agency or international organization as consultant, learning service provider or technical expert to undertake special project or job within a specific period.

    A Contractor or Service provider refers to an individual, a government agency, private or non-government entity, duly-registered and recognized by authorized government agencies to provide consultancy services in their respective field of expertise.

    On the other hand, contractual personnel are individuals employed by government agencies to perform regular duties and functions related to the mandate of the agency for a specified period of time.

    Pursuant to the aforesaid JC, Contract of service and job order workers should not, in any case, be made to perform functions which are part of the job description of the agency’s existing regular employees.

    Contract of service and job order workers should not be designated to positions exercising control or supervision over regular and career employees.

  6. ✅ As to nature of appointment and benefits
    Kapag contractual employee, may employer-employee relationship, ibig sabihin, empleyado ka ng gobyerno at pwede mong tanggapin ang anumang benepisyo na ibinibigay ng gobyerno sa mga empleyado nito.

    Kapag Contract of Service, itinuturing ka ng gobyerno na isang service provider, hence, walang employer-employee relationship. As a consequence, hindi matatanggap ng isang COS ang benepisyo na natatanggap ng isang contractual na empleyado.

    Pursuant to CSC-COA-DBM Joint Circular No. 1, s. 2017, the services of the contract of service and job order workers are not covered by Civil Service law and rules thus, not creditable as government service. They do not enjoy the benefits enjoyed by government employees, such as leave, PERA, RATA and thirteenth month pay.

    Note: Ang isa sa pagkakaiba ng contractual at regular na empleyado ay sa security of tenure, meaning, ang regular na empleyado, maaaring manatili sa serbisyo hanggang sa kanyang retirement, di katulad ng contractual employee na nakabase sa kanyang period of appointment (usually six months, subject to renewal) ang kanyang pananatili sa serbisyo.
