QUERY: Is the issuance of post-dated checks for government transactions allowed?

Hello gabotaf, I am from DepEd (Please hide my identity). I have an important query.
1. Is the issuance of postdated checks for payment of government transactions irregular or illegal?
Example, the Division office has issued check dated December 27, 2018 for school mooe. The fund will be available at the account of the school on the next day (December 28, 2018) because of clearing purposes. The school principal has transactions pertaining to payment of delivered goods on December 27, 2018, but the check is dated December 28, 2018 (which means post dated checks). Is this practice irregular that is subject to audit findings? Thank you. God bless.
