The Chief Accountant and the personnel of the Accounting Unit of any agency of government are prohibited from being regular members of the agency’s Bids and Awards Committee (BAC).

Pursuant to Commission on Audit (COA) Circular No. 2003-004 dated July 30, 2003 it necessary to ensure that the procurement and payment functions are segregated in keeping with the rules and principles of good internal control and to avert the possibility of conflict of interest that may arise under the circumstances.

Thus, COA mandates that the Chief Accountant and the personnel of the Accounting Unit of any agency of government are prohibited from being regular members of the agency’s Bids & Awards Committee. However, they may serve as provisional members when the Unit is the end-user of the items, subject of the bidding.

  1. Is the municipal accountant is allowed to be a member of the BAC twg ?

  2. Can the Accountant and any Accounting Staff will serve as TWG – Finance to the BAC? They are present in all the activity of the bidding process.

  3. What about the Cashier, can she be a member of the Technical Working Group which is part of the Committee on Bids and awards

    1. Lei, only the Chief Accountant and accounting personnel are prohibited from becoming members of the Bids and Awards Committee. No mention under the rules, as far as we know, that Cashiers are prohibited from becoming members of the BAC TWG.
