Priority ba ang regular employees over external applicants pagdating sa hiring/promotion?

Hello po. I need some advice please.
Ano pong dapat gawin kapag nag-apply ka sa higher position tapos may mga Job Order ba nag-apply din.
Obvious na po na may pinapaburan ang management na ang gusto nyang makakuha sa position na yun ay yung Job Order.
Plus may recommendation letter pa galing sa labas ng agency from Higher position.
May mga ibang katrabaho din po akong nag-apply. Gusto ko lang po maging fair sila sa lahat kasi nung nalaman namin yun, parang gusto na naming mag back out para di na masayang effory namin.

Nag apply din ako, may kasabay akong JO (Nacasual ako last 2021 lang pero nag start ako as JO year 2017).
May mga agencies na FAIR ang labanan, kahit pa datihan, inuugat na sa institution na inaapplyan mo, kung ina uphold nila yung fair employment, and kung hindi umabot sa criteria yung qualifications mo versus dun sa JO, edi baka ikaw din yung kulang (Trainings, seminars, skills, etc). Apply lang nang Apply.
Nasa Management din kasi yung huling say eh.

Ituloy mo lang application mo. Kasi samin may nag-apply din na Job Order na insider at nababalita na nun na siya na yung kukunin tapos pinangakuan na din siya ng ibang matataas na position na siya na kukunin. Ok naman performance niya and board passer din pero nung naconduct yung hiring process, ang daming applicants tapos merong nag-apply na may masters degree at maganda working experience. Kaya ang ending yung taga-labas yung nakakuha ng position kahit matunog na yung name ng JO nun na siya na talaga yung ipapalit sa vacant position.
Think positive and try lang ng try kasi meron at meron pa din naman talagang agency na hindi na kailangan ng backer or kakilala from the inside para makapasok ka.

We cannot dictate what the management’s decision will be lalo na’t siya ang appointing authority.
Minsan nangyayari talaga na Ang naaappoint ay Yung second or third rank pero sure naman yun na may enough valid justification for that. Kasi kung walang ganoon proof ay maiinvalidate naman Yung appointment niya ng Civil Service commission.
