Pag bumili ng fertilizer ang government agency, kailangan ba mag-withhold ng tax?

Gudam. Hello po! Inquire po sana ako about sa pag.withhold ng tax. Government agency po kami, as withholding agent, need po ba namin magwithhold ng tax on the the purchase of fertilizer? If require po, ano po ung rate? Thank you.
