  1. It must be a citation ticket or violation receipt only issued by an apprhending officer as basis for the issuance of official receipt.

  2. Only official receipts are allowed to be issued when there are violations may it be from the lowest unit of the government going thru National.

  3. That is not an official receipt. An official receipt is one issued in the name of the ROP taken from the Bureau of Treasury. That one may be a temporary receipt. Barangay Ordinance, specially having penalty clause must be reviewed and approved by the City or Municipal SP. The Ordinances related to violations of the Bayanihan Law must be enforced by authorized Persons in Authority exercising police power.
