G/Accounting: Who are authorized to sign Contracts for Job Order personnel? Who should certify that funds are available — Accountant or Budget Officer?

Hello po good morning..please hide my identity po..sino po ba talaga ang mga signatory ng job order contract of services? mtagal na po akong pumipirma, kasi mtagal nagleave AO namin pagpasok na pagpasok ko as accountant. Pagbalik nya, ako pa din po pumipirma under Certified as to availability of appropriation/obligation. Accountant po ako. Dapat po ba budget officer or yung AO pumipirma? Thanks po sa guidance.

For the Certification as to Availability of Funds (CAF) it should be the Chief Accountant. For Certification as to the Availability of Appropriation/Budget, will depend in your Organizational Structure/set-up. If the Budget Office is separate from Accounting Office and the Chief Accountant do not have any direct line of authority, it should be the Budget Officer, otherwise any of them can Certify on the Appropriation/Budget Availability. Normally, what we need in a Contract is just the CAF, hence the accountant should sign. – response by Dante Revamonte
It’s the Chief Accountant based on GAM for NGAs Vol. 1 Chapter 2 Sec. 36 (c). In some cases, its the Budget Officer, especially for the big agencies, as delegated. – response by Rodolfo Gil Medroso III
It must be noted that the Contract shall be signed by the Head of the Agency or his/her authorized representative for approval.
