Permanent employees have employee employer relationship and are bound by Civil Service Rules and Regulations and related agencies such as the DBM, COA. Contract of Service employees are bound by the contract agreement only between the management and the employee itself, they are entitled to whatever is written in the contract agreement. 🙂

No employee-employer relationship. The amount stipulated in the contract is fixed. A no work no pay policy.
Tinatanong pa ba yan? Regular as in permanent employment til retirement part your ways. COS annulled na kayo after end of contract. Wala kayong relation at all.
