Does “dropping from the book” would mean derecognition of the PPE through JEV?

QUESTION: Hello! I just want to be elucidated on certain section in the GAM Vol. 1.

Particularly, Item D of Section 40 of the GAM provides that all unserviceable PPEs shall be reported in the IIRUP and such PPEs shall be dropped from the books by debiting impairment loss-PPE.

My query is that, under this item, does dropping from the book would mean derecognition of the PPE through JEV?
