Can LGUs collect fees from trucks carrying agricultural products into or out off or passing through the LGU?

Q: As an LGU, can we collect fees for the trucks carrying coconut/copra which is our main agricultural product? Are we not violating double taxation or any rules and regulations? Can we pass an ordinance for this collection?

Responses to this question:

Please refer to Local Government Code. There should be no tax collected from any delivery vehicle passing to or from the locality. Also, you should not collect any tax outside from your local revenue code.
