Question: Hello po, is it proper po ba sa isang agency na ma-delay yung pagbibigay ng Mid-Year Bonus sa dahilan na hindi pa tapos ang processo ng SPMS? Ang sabi po sa DBM Circular sa pagbibigay ng MYB under 5.3.1 merong satisfactory ang individual employee, hinde po nasabi dito ang SPMS although kasama sa performance
