Ano ang totoong ibig sabihin ng “not earlier than November 15” sa Year End Bonus ng Government Employees?
Ayun sa guidelines, ang year end bonus at cash gift ng government employees ay pwedeng bayaran o ibigay “not earlier than November 15” ng kasalukuyang taon.
While for some employees the phrase is easy to understand, some government employees are still confused what the phrase mean. Does the “not earlier than November 15” mean November 16 and beyond, which means the year end bonus should be paid on November 16 or days after that? Or, it means something else?
For this reason, we sought the explanation of our colleagues in public finance to explain the phrase and can be found in this forum.
Some of their explanations are presented below.

Ang lahat ng comments na nasa itaas, nasabi man ng magkakaibang paraan, ay iisa ang ibig sabihin: ang year end bonus ay pwede bayaran simula November at succeeding days after that. Hindi ito pwedeng bayaran ng mas maaga sa November 15 (i.e., November 14 or earlier).
But wait, DBM has updated this policy through Budget Circular No. 2024-03
