CSC: Government Workers to Receive PBB and PEI on Schedule

In a recent announcement, the Civil Service Commission (CSC) confirmed that there will be no delays in the distribution of the Performance Based Bonus (PBB) and the Productivity Enhancement Incentives (PEI) for government employees.

This assurance comes in light of the president’s suspension order of the government’s performance rating system.

CSC chairman Karlo Nograles expressed confidence that the processing of PBB and PEI will proceed as planned.

Nograles highlighted that government agencies are currently in the midst of fulfilling requirements for the PBB and PEI for their employees.

He stated that a six-month review of the government’s Results-Based Performance Management System (RPMS) and Performance-Based Incentive (PBI) System will provide ample time to refine guidelines and ensure a smooth distribution process.

I don’t foresee that there will be a delay because now, many agencies are still in the process of submitting the requirements because for instance, we and many other agencies are currently submitting requirements for PBB for 2022.

So if we’re talking about 2023, I think it’s correct that (Malacañang) is doing it now and then in six months’ time, they’ll have the new guidelines and by that time agencies will know if they are qualified.

Despite the welcome suspension of the RBPMS and PBI System, Nograles emphasized that it is important for the public to understand that the PBB will not be discontinued.


“They’re just reviewing it to finalize the parameters, make sure there are no redundancies, streamline the process itself,” he said.

Nograles also encouraged government agencies and offices with concerns about the process to voice their feedback during the ongoing review of the government performance incentive system.

It can be recalled that President Marcos just recently issued a directive to suspend the implementation of Administrative Order (AO) No. 25 (s. 2011) and EO No. 80 (s. 2012), and all other relevant issuances pending the review of the RBPMS and PBI System noting how the Systems “have been duplicative” and “redundant”.
