Who is authorized to become a canvasser and sign a Request for Quotation (RFQ)?

Question: Under Alternative methods of procurement, what are the requirements to be a canvasser under RA 9184, are there any? If none can anyone just sign an RFQ as canvasser as long he/she is not the end user and the one actually doing the canvassing?
