Hi. Ano po talaga ang dapat mauna, ang pirmadong Purchase Order bago i-ORS o ORS muna bago pirmahan ng Head of the Agency ang PO? Pwede po pa-cite ng legal basis. Salamat.

po muna before ors
Once being is conformed Ang PO. There is already perfection of the contract. Thus, the supplier and the agency is bound to comply to the terms. Therefore obligation to pay is already present but it cannot be enforced until delivery (compliance on the part of supplier). Therefore, at the time of perfection of the contract obligation is not yet due and demandable obligation is now required.
Ganito. Pag Confomed PO pa. There is an obligation but not yet due and demandable since hindi pa na rendered or delivered (accrued payable)
Pag delivered and inspected that is due and demandable. If theres no PO but there is an obligation thats a big no no.
ang obligation request ginagawa yan kung meron ng dapat i obligate.kung delivered na ung goods,thats the time na gagawin na ang obligation request.
about sa PO,kung gusto makacguro na talagang may pondo,pwede mag issue ang accountant ng cert of availability of funds
