Should I stay or transfer: Salary Grade 16 vs. Salary Grade 12?

Ka-GABOTAF, I badly need your advice.
I am currently an Admin Officer with [salary grade 16] SG 16, but I am not doing my supposed statement of duties. (Ganito po talaga sistema samin. kung sino lang ang kiss ass sa boss, yun lang pagkakatiwalaan sa mga critical duties kahit capable ka pa.)
Supervisory po plantilla ko but I only handle clerical function na nagagawa kahit OJTs namin.
If I exceeded expectations or go beyond what is asked, I came off as pabida. Everbody hates me because I always ask for transparency, accountability at work. At ayaw nila yun. AYAW NA AYAW NILA.
Lahat ng transactions sa office, management lang ang nakakaalam. Walang general assembly, walang open forum, NADA.
I’m so demotivated and I feel like my skills are not being recognized at all. Walang career growth, wala ding room for professional development.
Only the ones with managerial positions are given the chance to attend limitless trainings, seminars, and conventions.
I applied to another agency with the same item, but it’s only SG12. But the work looks so promising because the professional devt is there, higher posts that I could look forward to, and the work environment is challenging.
Here’s my dilemma, tama bang magjump ship ako?
Enough bang reason na WALANG KWENTA ang work environment at model sa katamaran ang managers kaya mga employees tamad din?
Or, isipin ko nalang na at least sumasahod ako? And if in case, I decided to transfer (demotion), ano po ba mga dapat kung i-consider?

In my opinion, mas long term ang commitment ko sa isang agency if may career development, recognize and maganda ang working environment.. ang sahod, eventually tataas yan as we go along.. sayang ang panahon we put into an organisation na wala naman tayong kinabukasan and toxic ang environment. We live only once, so dapat in alignment din sa values natin at goal ang company na pagtratrabahuan natin. After all, what matters most in not how much we make, but how much we keep.

If you are not happy anymore, lumipat ka. Maikli lang ang buhay ng tao, wag kang magstay sa workplace na hindi ka mag gogrow or hindi ka masaya. Lahat tayo hangad ang malaking sweldo pero for me hindi kayang i-compensate ng malaking sweldo ang stress, anxiety or depression na pwede kong maexperience dahil sa workplace. Lipat ka na.

First and foremost, you have to consider whether you can survive with the lower SG while awaiting promotion, if there is. Second, consider your mental and emotional well-being. Kung ganon lang din sa agency, at wala ka din growth doon, I think it’s best to move out. Lastly, pray for guidance.
I was Accountant II (SG16), then transferred to a teaching position (SG12). That was almost 8yrs ago. Now, I can say the demotion was so worth it.
