Salary to use to compute the Terminal Leave Benefits of a government employee with gap in Service Record

Question: Hi! I have a query regarding Terminal Leave Benefits.

Halimbawa si Employee A (Casual) ay na-Expire ang Appointment ng 2014 (last monthly salary received was 10,000.00) then bumalik siya ulit sa same Agency, 2019 at na-expire ulit ang appointment, 2020 (last monthly salary received was 8,000.00). So, there was a gap in service record. Is there any circular or memoranda prohibiting Employee A to claim his TLB using the 2014 salary? Thank you!
