No..both COS and JOs funds are source from MOOE..look at dbm, coa, csc JC..
as to source of fund,cos taken from PS, JOs from MOOE,
as to method of entry,COS by institional contract,JOs by procurement,
As to taxes,COs subject to graduated tax,JOs subject to final tax.ano pa kaya?
Local Govt contractual employees are considered also as COS
