#MemberIssueNo_118: Can a Job Order personnel or Contract of Service Personnel be designated as Disbursing Officer or Collecting Officer?

Hi po please hide my identity. May I ask if it is acceptable or okay for a job order contract of service to act as the collecting or disbursing officer in an agency’s sub office or collecting office?

  1. Definitely not po..tama po si mam glenn lantacon…disbursing officer is an accountable officer, hence must be bonded…also, csc rules states that jo’s and co’s should not be made to perform functions which are part of the job description of existing regular employees.

  2. definitely not, DO & collecting officers should be permanent employee & bonded

  4. I dont thnk so. Coz disbursing/collecting officers should be bonded and only permanent employees can be bonded.

  5. the rule is not absolute. bgy treasurers are possessing cntractual appointment but they are allowed both as disbursing officer and collecting officer at the same time.

  6. In our agency we don’t allow it as only bonded and permanent employees are designated as disbursing or collecting officers

  7. Under coa memo circular, only permanent employee designated as dirbursing officer.

  8. In my opinion, while it may be allowed under extreme interest of public service like lack of personnel is an internal control failure..The agency will be faced will greater risk..
