LGU: Sino dapat mag-prepare ng SAOB, Accountant o Budget Officer?

Good day po! Ask ko lng sino po ba ang obliged for maintaining and issuance of saob ng LGU? Budget or Acctg? May I know also the legal basis. As per our coa advice kasi sa acctg daw but as far as other LGU’s practice sa budget nman nang gagaling. Thank you in advance po
