Can a Dept. Head claim fuel consumption used in traveling from residence to office of assignment? Thank you very much.

Department Heads are entitled to Representation and Transportation (RATA). The TA is supposed to cover transportation expenses of the official in the performance of his/her functions. Thus, the official concerned can use the TA to cover the cost of fuel used in his/her personal motor vehicle.
No, they cannot. They already have their Transportation Allowance (TA).
