Difference Between Small Value Procurement (SVP) and Shopping In Terms of the Required Number of Suppliers
Question: Hi GABOTAF, Ask ko lang regarding sa SVP.
Ex. ABC is 100k
Supplier 1: 90k
Supplier 2: 101k
Supplier 3: 98k
Dahil nga ang pagkakaalam nmin sa rules ng SVP ay received of 1 quotation is enough to proceed to evaluation (syempre with proof of reciv/invitation to Supplier), i aaward sya sa Supplier 1, then kinonsider din na reciv nung Supplier 2 yung quotation pero di sya mananalo dahil disqualified due to ABC.
Kaya nag ask kami sa COA Auditor ng agency. Ang sabi nya ay need parin ng 3 canvass for us to proceed to evaluation. Then di kasama si Supplier 2 dahil lampas sa ABC. So ang tanong ano pinangkaiba nya sa shopping kung parang shopping din yung gusto nya.
Alin ba talaga yung tama?

Annex H of Revised Implementing Rules and Regulations of R.A 9184
The BAC shall prepare and send the RFQ/RFP to at least 3 suppliers, contractors or consultants of known qualifications. This, notwithstanding, those who responded through any of the required postings shall be allowed to participate. Receipt of at least 1 quotation is sufficient to proceed with the evaluation thereof.
Ayan po, pwede nyo rin po I recommend yung auditor nyo to attend seminar about procurement law… 😅
Mukang need mag attend ni COA nyo ng Training on RA 9184, revisit nya din yung Guidelines on the Audit of Procurement na issued ng COA.
