DBM Circular on Registration Fees (Trainings/Seminars) — NBC No. 563, s. 2016
Purpose
The Department of Budget and Management issued National Budget Circular (NBC) No. 563 in 2016 to update the guidelines and the allowable cost of participation of government officials and employees in conventions, seminars, conferences, symposia, and other similar gatherings, prescribed under National Budget Circular (NBC) No. 442 dated March 29, 1992 and NBC No. 486 dated March 26, 2003.
Applicability
NBC No. 563 covers the following government sectors:

🙋♀️🙋 State Universities and Colleges (SUCs)
🙋♀️🙋 Government-owned or Controlled Corporations (GOCCs)
🙋♀️🙋 Local Government Units (LGUs)
Key Provisions
💡 Government officials and employees may be authorized to participate trainings/seminars for a fee, as part of the human resource development program of the government, chargeable against government funds.
💡 The allowed registration/training fee shall not exceed P 2,000 per day for each participant.
💡 Individual membership fees in a private organization are not allowed to be charged against government funds. On the other hand, institutional membership fees may be charged against government funds.
💡 Government agencies are encouraged to avail of early registration rates as far as practicable.
