How much is the ALLOWABLE TRAINING EXPENSES of Government  Employees?

Going to or attending to trainings/seminars is an essential part of people development. In fact, trainings/seminar is one of the ways to provide professional as well as personal growth to the human resource. That’s why the government provides annual budget for the training expenses of civil servants.

However at present there are around 2 million public servants and putting them on training every year would require serious amount of public funds. That’s one of the reasons why the Department of Budget and Management (DBM) provided policies to ensure that government employees have the opportunity to attend trainings without spending too much public funds.

In this post we will discuss the guidelines on the allowable training expenses of government employees as provided for by the DBM in National Budget Circular No. 563, series of 2016.

Guidelines on trainings which can be attended by government officials and employees

Under the aforesaid guidelines, government officials and employees may be authorized to attend or participate in the following activities whether conducted by private entities or non-government organizations for a fee, as part of the human resource development program of the government, viz:

Conventions and conferences (e.g., PAGBA, GACPA, PHILBO annual conventions/conferences)

Seminars (e.g., seminars on budgeting, accounting, auditing, etc.);

Symposia (e.g., orientation meetings, group discussions, workshops, etc); and

Other similar activities.

Allowable Training Cost/Expenses of Government Officials and Employees

The maximum allowable training fee/cost/expenses of government officials is ₱2,000.00 per day, per participant. If the training/seminar is held out-of-town, the government employee may claim the authorized Daily Travel Expenses (DTE) on top of the authorized training fee.

However, membership and similar fees for personal or individual membership in a private organization shall not be charged to government funds. Instead, it shall be for the account of the member concerned. However, institutional membership fees, i.e., agency membership may be charged against government funds.

  1. How about this sentence po in NBC 563 2.2.
    “It excludes those conducted for training purposes where
    participants are expected to gain or strengthen skills and technical or
    management expertise in their areas of endeavor. ”
    Does it mean okay lang lumampas sa P2,000 limit? Thank you in advance.

  2. How about po training expensss conducted by the government agency? Is there a limit for training expenses – accommodation, venue rental and food?

  3. Would like to know what remedy could be sought when a person is compelled to pay a fee. (1,200php) in this case, for a GAD seminar. Nung sinabi na hindi na lang aattend kase walang pangbayad, hindi pa rin pumayag yung principal dahil may headcount na daw.
