Are job order workers covered by CSC’s guidelines on Alternative Work Arrangements (AWA)

NCR Plus has been declared to be in enhanced community quarantine and our office has been following strict COVID-19 guidelines.
However, I would like to clarify if Non-organic personnel specifically Job Orders (JO) are also part of AWA Guideline. This pertains directly to skeletal work from home arrangements with pay?
