What is Personnel Economic Relief Allowance (PERA)?
The PERA is one of the standard allowances and benefits of government employees intended to help cover the rising cost of living.
Its purpose is to provide a subsidy that supplements their salaries, particularly during periods of economic instability and high inflation, and helps them afford basic necessities.
Who may receive PERA?
- Civilian government personnel occupying regular, contractual, or casual positions; appointive or elective; rendering services on full-time or part-time basis; and whose positions are covered by R.A 6758 or the Compensation and Position Classification Act of 1989, as amended;
- Military personnel of the Armed Forces of the Philippines Department of National Defense; and
- Uniformed personnel of the PNP, BFP, BJMP, under the DILG; PCG, and the National Mapping and Resource Information Authority.
General Conditions on the Grant of PERA
- Shall be paid only when basic pay (salary, wage or base pay) is also paid. (i.e., salary/wage is for civilian personnel while base pay is for military and uniformed personnel)
- Employee shall render full-time services for eight (8) hours per working day, twenty-two (22) working days per month, inclusive of leaves of absence with pay.
- The PERA of personnel who incurred absences without approved leaves of absence or on leave of absence without pay during the month shall be computed on the basis of the number of days worked with basic pay.
- The PERA of casual personnel paid on daily basis shall be P90.91 per day computed as P2,000.00 divided by 22 days.
- The PERA of part-time employee shall be computed in direct proportion to the P2,000.00 per month PERA for full-time service. Hence, if the employee renders 4 hours per month, then her PERA shall be P1,000.00 per month.
- The PERA of personnel on detail with other government agency shall be paid by their month agency.
- Employee with pending cases may still receive PERA for as long as they render services and are paid their basic salaries/wages or base pay.
- For local government units, the PERA is subject to the Personnel Services (PS) limitation, pursuant to Sections 325(a) and 331(b) of the R.A. No. 7160 or the Local Government Code.

When is the PERA paid?
The PERA is usually paid along with the regular payroll of the agency. It is given together with the monthly salary of government employees.
