Paano maging eligible ang isang ahensya sa FY 2023 PBB?
Para maging eligible ang isang ahensya ng gobyerno sa FY 2023 PBB, kailangan nitong sundin ang itinakdang mga requirements at conditions; otherwise, hindi ito maaring maging eligible sa grant ng PBB; hence, hindi rin makakatanggap ang mga empleyado nito.

Eligible ba ang DOH sa FY 2023 PBB?
Katulad ng maraming government agencies, ang mga empleyado (health workers) ng Department of Health (DOH) ay nagaabang at nagtatanong din kung ang DOH ba ay eligible at sila rin ba ay makakatanggap ng kanilang FY 2023 PBB.
Aming sinuri ang datos ng compliance ng Department of Health (DOH) ukol sa kanyang compliance sa requirements ng FY 2023 PBB at nalaman namin na unfortunately, hindi ito compliant sa ilang mga requirements ng FY 2023 PBB.
Makikita sa FY 2023 Performance-Based Bonus Scorecard ng DOH – Office of the Secretary na ang ahensya ay NOT ELIGIBLE sa pag-grant ng FY 2023 PBB dahil sa mga sumusunod na kadahilanan:
- No validation for performance results due to non-submission of quarterly Budget and Financial Accountability Reports (BFARs);
- No substantial improvement in ease of transaction in both external core and internal services; and
- No validation for financial results due to non-submission of quarterly BFARs.
Bukod dito, ang DOH-OSEC ay hindi rin compliant sa mga sumusunod na Agency Accountability Requirement kaya hindi ito eligible sa FY 2023 PBB:
- Non-Compliant on PhilGEPS Posting;
- Non-Compliant on Sustained Compliance to Audit Findings;
- Non-Compliant on FY 2023 APP Non-CSE; and
- Non-Compliant on Early Procurement Activities.
Does the Non-Compliance of DOH-OSEC affects other DOH offices and hospitals?
Ayun sa post ng Alliance of Health Workers (AHW) sa kanilang Facebook Page noong July 10, 2025, apektado ang mga health workers sa non-compliance na ito ng DOH-OSEC mula pa noong 2021 PBB hanggang sa 2023 PBB.
Ayun sa Press Release ng AHW sa katulad na petsa:
AHW unions stand firm that DOH hospitals should not be penalized or adversely affected if the Department of Health (DOH) Central Office fails to meet certain requirements for compliance with the Performance-Based Bonus (PBB). Each DOH hospital should be evaluated and rated individually, as these hospitals—together with dedicated health workers—have consistently performed their duties responsibly and effectively.
It can be recalled that DOH hospitals did not receive their PBB due to the Department of Health’s non-compliance or failure to comply with the necessary requirements needed.
Nanawagan ang AHW na ikonsidera ng Department of Budget and Management ang kanilang panawagan na ang mga DOH hospitals ay dapat masuri individually para sa requirements ng PBB.
Kaya naman, sa taong 2023, hindi makakatanggap ng PBB ang mga DOH personnel at health workers.

May binigay sa amin ang isa naming follower na kopya ng sulat ng Department of Budget and Management (DBM) para sa Department of Health (DOH) Central Office at may nakasulat na:
Further, the DOH-OSEC may hereafter proceed with the preparation of its complete Form 1.0 (Report on Ranking of Offices/Delivery Units) following the results indicated in the Scorecard, and consistent with Section 6.0 of the AO 25 Inter-Agency Task Force (IATF) Memorandum Circular No. 2023-1,3 The DOH-OSEC is given twenty (20) working days from the receipt of this letter to submit its Form 1.0 to the AO 25 IATF Secretariat to facilitate the release of the DOH-OSEC’s FY 2023 PBB grant.
Gayunpaman, hindi namin pwede ipakita dito ang sulat sapagkat hindi po kami awtorisado para gawin ito.
Sapat na muna sa ngayon na may nakikita tayong pagasa na maaaring makatanggap ang DOH personnel at health workers ng inaasam asam nilang FY 2023 PBB.
