DBM clarifies: granting of PBB and PEI will continue

The Department of Budget and Management issued a statement giving clarification on some concerns regarding the issuance of Executive Order (EO) No. 61 (S. 2024), which suspends the implementation of Administrative Order No. 25 (S. 2011) and Executive Order No. 80 (S. 2012).

(We would like to emphasize that the issuance of 2022 and 2023 performance-based incentives for qualified government employees will continue.)

The DBM explained that the aim of the EO is to review the government’s Results-Based Performance Management (RBPM) and Performance-Based Incentive (PBI) systems to harmonize, streamline, and make the process of issuing personnel incentives more efficient and timely.

Under the subject EO, refinements may be made to ensure a smoother and more streamlined issuance of the 2023 PBB.

The DBM pronounced that the budget allocation for the 2024 PEI has been comprehensively released to agencies. Meanwhile, the FY 2025 PEI will be included in the National Expenditure Program.

It clarified further that President Marcos’s EO issued on June 3, 2024, emphasizes the importance of ease of doing business even in the RBPMS and PBI System, as these were considered excesses and redundancies in the government’s internal and external performance audit and evaluation system.

It can be recalled that President Marcos just recently issued a directive to suspend the implementation of Administrative Order (AO) No. 25 (s. 2011) and EO No. 80 (s. 2012), and all other relevant issuances pending the review of the RBPMS and PBI System noting how the Systems “have been duplicative” and “redundant”.
